Company-level insolvency could NOT be checked: the insolvency register was BLOCKED (ISIR returned HTTP 500 on both attempts).
Replaces the superseded CLM-26 wording that presented the fare hypothesis inside a verified claim and implied an insolvency search that never succeeded.
